Coordination in the area of universities of teacher education

The universities of teacher education belong typologically to the universities of applied sciences. A university of teacher education is governed by one or more cantons. A university of teacher education can have several locations.

As part of the reorganisation of higher education coordination, the universities of teacher education were included in the overall management of the Swiss higher education sector, with the objective of being regulated largely in the same way as the other higher education institutions; in particular they have to obtain institutional accreditation. Accordingly, the universities of teacher education were included in the Federal Act on Funding and Coordination of the Swiss Higher Education Sector (Higher Education Funding and Coordination Act, HFKG). But they will continue to be financed exclusively by the cantons. However, the HFKG stipulates that universities of teacher education are also entitled to receive the project-related contributions of the Confederation.

The Swiss Conference of Cantonal Ministers of Education (EDK) is responsible for Swiss-wide recognition of the professional qualifications from the universities of teacher education. Governance of teacher training on the national level is based primarily on EDK's regulations on the recognition of diplomas for teaching professions and specified teaching professions in the therapeutic-pedagogical field.

The EDK regulations control the quality of training and the leaving certificates. The regulations on recognition contain minimum requirements for training objectives and contents, scope of study, admission requirements and the qualifications of the lecturers and practical instructors. The recognition of a diploma by the EDK is a precondition for national and international mobility in the teaching profession and specified professions in the therapeutic-pedagogical field.
